Out of those hex codes, you can derive the info you need for makehex and use that program to convert to Pronto hex code.
"4004" is the header (you don't need that info for makehex)
The rest, you need to interprete 1 byte at a time, in reversed bit order in binary
"01" = 128 reversed is the device number
"20" = 4 reversed is the subdevice number
"8B" = 209 reversed is the function number

Of course the much easier way would be to just find the Pronto hex code, like here:
