They have not given you the complete Hex code.They only has the Function number and no device number.But for the Power OFF you posted it is,
Protocol: NEC1
Device:134.21
Function:20
Power 14 EB = 20
Up 5E A1 = 94
Menu 46 B9 = 70
RGB 4 FB = 4
Left 5D A2 = 93
Enter 17 E8 = 23
Should work for Makehex.
