The problem comes
when I paste it into IR Tool. I keep getting zeroes in
the device and command fields.

What copy of IrTool did you use and did you put DecodeIr.dll where IrTool can find it?

The device and command fields are part of the obsolete decode inside IRtool, that doesn't understand these signals (I'm not quite sure why, because this is one of the protocols that decoder is supposed to understand).

You want the decode from DecodeIr.dll (not from the obsolete decoder). With the right IrTool.exe and if it finds DecodeIr.dll, that decode is in a pop up dialog when you press "DecodeHex".

The results are NEC2:0.48:2 and NEC2:0.48:4
which mean NEC2 protocol, device 0.48, functions 2 and 4.

You could use MakeHex to create all 256 possible signals for NEC2 device 0.48
