The Xantech CFL stuff usually works. YES, turn off all the lights and see if it really is fluourescent interference.
I had a problem child recently where the Dinky Link talkback LED stayed lit no matter what I did. Most commands got through but TiVo commands randomly were ignored.
After much tedious troubleshooting, I happened to put a layer of painter's blue masking tape over the eye to see if there was IR coming from somewhere in the room. Lo and behold, the talkback LED went very dim! AND THE DEVICE PICKED UP ALL IR COMMANDS THROUGH THE TAPE! It turned out that two layers of tape chilled the talkback LED entirely, and the Dinky Link still got all the signals. As for the TiVo, a much smaller random amount of commands were ignored. I don't know what it was or how it worked, but I am sure remembering it!

A good answer is easier with a clear question giving the make and model of everything.
