It is a little more complicated than that. The hex values the manufacturer is supplying you with may or may not be pronto hex. Hexadecimal is a way of notating 16 bits with a single character each (0-9 then a-f corresponding to decimal 0-15).
If you are interested in translating the hex and binary info you have into Pronto Hex, try Barry Gordon's IR document in this website's Pronto Files section. It is in the subfolder for utilities and manuals, I beleive.
