Although I must admit up front I've had ZERO (0) experience with X-10, I have to agree with Quadrant Tech Guy. From the first moment I heard of X-10 years ago in Popular Science (or some such publication) I thought there was something inherently wrong with sending control signals over AC wiring. That's not to say it doesn't work, but it's just weird.

On the other hand if S.E.Samuels is working on a pre-existing "legacy" X-10 install then he's going to have to live by those rules. (Or sell up.)

By whatever means, I hope your client gets their auto-drapes.
