The least expensive solution I'm aware of is an Ocelot ([Link: appdig.com]) with a light sensor ([Link: appdig.com]).

The light sensor can sense when the receiver's power, or other, LED is on, and the Ocelot can be programmed to issue the power (or any) IR command, based on conditionals (such as the LED being on), when it receives another IR signal.
