No such problem exists, unless it is a bug (can't accept 480P) with a particular manufacturers model. And that would be a pretty major bug.
Unless by your post you mean that you are using an outboard scaler, in which case you need to make sure your scaler can accept 480P (or simply feed the scaler the 480i output from the DVD).
