Anyone who knows where to complain to both the cable companies and DirecTV, PLEASE complain about this!
I have had to add a line level amp to a system where the client used his cable box for music channels. They cable box was AT LEAST 10 dB lower than the FM tuner in his A/V receiver, and his CD, and his VCR, and of course there was no way to lower the level of that internal tuner.
I have a similar problem with a client who uses a channel 3 output from a satellite receiver. The audio on DirecTV channels is uneven in level from channel to channel. Yesterday they were watching "The Blue Lagoon" and, with the TV volume up all the way, they sometimes had to hold their breaths to hear the dialog.
