THEY installed it? It's probably not totally related to the blown horn... They probably wired it really funky (shorts), bad terminations, and who knows if they wired things in series, series paralell or whatever. Sounds like a total re-wire job...
Can you check to see what the amps are seeing for impedance?
Figure in plenty of time to look things over first...
70 volt is probably the ticket, like the other guys are suggesting.
