Ted, there are lots of Super 5 star resorts there (Peter Island is only a 20 minute boat ride from Tortola) that have television service and other CI type services on their premises. Obviously there are also lots of super duper high end vacation homes for us dirty 'murikuns. Might be worth a phone call to one of the super resorts to see who they use. I am good friends with the owners of Peter island and could shoot an email to them if you like? I'm sure there is some level of person down there that you could trust for the project.

I have also spent a lot of time in St. Thomas in a previous life and while the local habitation isn't any better than Tortola, again, there are lots of nice homes with CI systems installed. If you're project is in Tortola, you want to look a little closer to home than St. Thomas (IMO).
