The reason I asked is that DirecTV broadcasts CBS in HD, I think it's in New York. If you call them up and claim you cannot receive CBS at all, sometimes you can get them to give you the NY HD feed. And if the first customer rep says no you hang up and call back until you find one that says yes.
Not sure if Dish has anything similar though.
As for your question about CBS (HD), a quick Google search showed it's in VHF.
