In both sections, the three digit numbers are the EFC numbers and the lower case descriptions are the functions that someone reported being activated by that EFC number.
Rob has merged together information from multiple sources. The two sections DO NOT indicate the source of the information (UEI vs. users).
The second section usually indicates EFCs that are also assigned by the setup code to certain buttons on a certain model of UEI remote. In that example, it doesn't say which model and it mentions buttons like "SHIFT STOP" which on most models can't be assigned by the setup code. I don't know whether those really are assigned that way on some model, or whether the information here doesn't follow the usual rules.
In either case, you can try the indicated button (upper case) to see if it does the indicated command (lower case) and if it doesn't, also try the EFC.
