A sub category of (b) is which "several different buttons" did you try?
Were they all buttons for which cannot take macros unshifted? I'm pretty sure that on the 2116, any key that needs JP1 to install a macro unshifted, also needs JP1 to install the macro unshifted.
Also, shifting digits is strange. I don't know if you can put a macro on a shifted digit without JP1.
