My TV does a similar thing, cycles through TV/Video 1/Video 2. BUT it always switches itself to TV tuner mode if you change channels. So my macro for VCR (on Video 1) is
TV;3;tv/video -- the 3 makes it switch to tuner, then it's one tv/video toggle to switch to Video 1.
If you're lucky, yours will do the same.
