If that's the case (that command is like the ordinary channel up command in all those CCF files, and is used to scroll through preset stations) then there are lots of CCF files for devices with that command, which are likely to share other commands with this Magnavox model. Most of those commands are available as EFC KeyMoves using 1120, and are not available with any other non JP1 approach. It MIGHT be easier to get those EFC numbers from decodes of the CCF files (which involves a lot of guesswork, because they have mostly icons and unknown fonts rather than clear function names), or it might be just as easy to try all the EFC numbers possible in 1120.
Maybe I try to read too much into phrasing when I see something like "to preset stations" and assume that must be something related to defining preset stations rather than the obvious CH+ function.
