4 flashes means it thinks it did reset correctly.
What makes you think it didn't reset?

i.e. I cannot swap a vcr device to a receiver.

The original receiver codes stay with the receiver
button. I determine that by observing that the
receiver still respnds to receiver commands, which
by then should have been wiped out.

Is that a valid assumption on my part?

There is a default setup code for each device button, which should be restored by the reset process.

In a cinema-7+ the default setup codes are:
CBL/0003
TV/0047
VCR/0503
Audio/0013
Audio/0080
CD/0032

If I understand you correctly, you're saying that after reset of the C7+ your receiver responds to what should be (because of that reset) the standard Pioneer receiver signals (which OFA lists as being for receivers of brands Optimus , Pioneer and Wards).
