If it's a small rectangular chip with 4 pins on each of 2 sides (for a total of 8 pins) and it has a label like 24C08 on it, then it's an EEPROM. Further evidence is that it's usually labelled "U2" on the board.

If this remote does indeed have an EEPROM on board, you should be able to fashion a mod for it to make it JP1-compatible.
