The 2117 (also 2116) does have 2 IR leds. Each is ~11/16ths from the outside edges. The 1994 is setup the same way (dimensionally) and the LEFT led has the "arrow" mark denoting that it's the "learning IR/and second send IR led"; the right led being just a send IR led (similar with the C6/7 with it's "arrow" at the left IR led).
Assuming that they kept that design, as you hold the remote normally, the "learn led" is ~3/8ths-1/2" left of the red led indicator on the top surface. If you center the "teaching remote" to ~ 3/8ths- 1/2" leftward of center on the 2116/7 you should be "beaming" straight into the learning led.
My own experience with UEI learning remotes is that a 2" spacing between the two remotes is pretty "optimal" for learning. Also, relatively dim ambient lighting helps, so don't learn in the brightest lit room or area, and especially avoid strong sunlight lit areas when learning signals.
Better success will also occur when BOTH the learning and teaching remote have good batteries.
