Since Bill apparently doesn't have a JP1 cable, he can't use that easily. He could use JP1 software without the cable to convert that to a .wav file he could use. That approach is pretty hard.

If his location or phone service or other issues make calling OFA customer support expensive or difficult, or make telephone transfer of the .wav file unreliable, then he might want to use the JP1 file instead. But probably calling OFA customer support is the easier solution.
