I might have mislead you on one detail. I don't think RS distributes .wav files for the 15-2138, but I think they do have some kind of customer support system for playing .wav files over the phone to upgrade the 15-2138. If phone calls to the US aren't a big expense or difficulty, you might try that path. They should be able to load a setup code by type and number "CBL/0817" even for a European device that they couldn't look up by brand and model. But I can't be certain about that and it would probably make for a longer phone call.
