It's possible that the remote simply doesn't support
your receiver.

As for UEI helping you, I believe that remote
might be considered an "OEM" remote and that whoever
provided it to you is supposed to "support" it.
As for TW or any cable company helping with a
remote control and having it control anything
other than the set-top box, don't hold your breathe
expecting help from them on this.
