PAL vs. NTSC makes no difference to the remote.

But, unless you use JP1 software, you can expect some problems using a 9960 in Europe.

The 9960 has a large library of built-in setup codes covering most of the device models common in the US and Canada. Customer support can add other setup codes over the phone in case the customer has devices whose setup codes are not built-in.

The device (TV, VCR, DVD, etc.) models common in Europe are not the same as those connon in the US. Many European devices do match setup codes built-in on the 9960, but a larger fraction don't match than in the US.

The phone calls to customer support to get added setup codes may be impractical or expensive from Europe.

With JP1 (free) software and the JP1 (not free) cable and pogo adapter you can examine learned signals from any of your original remotes and find or build setup codes to operate them. You can customize the remote to behave exactly the way you want. The remote control differences between Europe and US won't matter if you program the 9960 that way.

With just the free software (no cable) you can build .wav files to load into the 9960 through the PC's speakers. You can customize those results a lot better than anything you could get over the phone from OFA customer support. But you can't decode learned signals. So you need internet research and/or help to find out what should go into those .wav files. You also need to understand the JP1 software even better to make .wav files than you would to use it via cable. It is an open source free project and like most such projects the documentation tends to lag behind the program improvements and changes.
