If I'm right about which Apex model this is, then it is not one of the ones where you can do anything with TV/0030.
Even with the Apex DVD models where that trick does work, there is surprisingly little overlap between the built-in keys of TV/0030 and the easy to test functions of the DVD. It would be quite easy to try TV/0030 and miss all the overlap even with such models.
If you tell us a specific Apex model, we can probably tell you which built-in keys of TV/0030 do something observable to the DVD and then which advanced codes in TV/0030 can be KeyMoved for which functions of the Apex (using KeyMoves has a few advantages over using the 7800's learning).
For example:
the TV/VCR key in TV/0030 is the Menu function of an Apex AD-2500.
the '8' digit in TV/0030 is the Open/Close function of a Apex AD-800.
