The 2-digit numbers are the RCA device codes, this is the code that is encoded into the signal itself. You don't have to do anything with the 2-digit codes, they're just FYI.
To do these tests you would...
1) Assign the given setup code to the device button of your choice. Keep in mind that if you want to assign a SAT code to the VCR button (for example) you would first need to change the VCR button to be a SAT button (using the 992 command). So, it would probably be easier to just use the SAT button for the SAT codes, the VCR button for the VCR codes, etc.
It doesn't matter if you're already using the SAT (or whatever) device button for something else, as this would just be a temporary assignment.
2) Test the 099 code like this...
a. TAP the SET button b. Type 099 (hold the last '9' to simulate holding the POWER button)
If you find a setup code where the 099 code toggles the power on your receiver, follow the steps outlined earlier to program it to a button.
The 099 code is already programmed to the POWER button as part of the VCR/0060 setup code, so manual entry wasn't necessary. I haven't checked whether this is also the case with all those other setup codes that I listed.
