This 3in1 remote can search for code
but the one code that it responded to, the keys and functions
did not work correctly.

I think that remote has a blink-back operation that can tell you which setup code number is currently set.

If a setup code gets any response, that is actually quite close to being able to identify the exact code set. If you can tell us which setup code number has some response, we probably can deduce a lot. It would also be very helpful to know which buttons trigger which functions of the DVD.

Is there alternative remote control for less than $10
that does work?

Almost certainly not.

RCA IR signals never act the way you describe (so that you would get a wrong response, rather than no response when using a wrong setup code in a universal remote). That means the DVD you have uses non RCA IR signals. Usually that sort of thing means the major brand has put its name and some model number on a random device of some no name manufacturer. There are so many different IR code sets for such rebranded DVD players, that there is no way any universal remote could have even a moderate fraction of them.

I forget which Radio Shack models have various UEIC features, such as EFC keymoves. If your model has those and you start with a setup code that gets some response, you can then individually program buttons to get the correct response.

If that is too much work, or that model lacks that feature, you're not likely to solve it with a $10 remote.
