The first number in the IR code is the frequency times 2 in hex format. For example, if the code looks like
00013240 01FFFFFF FFFFFFFF FFF00000 00078007...
Then the frequency is
0x13240/2 = 39200

I don't have the information about the Pronto code format with me. I'll look it up when I get home if no one else has responded in the meantime. It would be useful to know what frequency the Pronto users have found that works for Panasonic.

Any ORDesktop/OmniRemote users out there that have Panasonic devices? What frequencies worked for you?

Have you tried learning the codes at different frequencies?
