Unfortunately, a scrolling list ALWAYS outputs according to the DEFAULT setting for the remote.

So, to solve your problem: Set you remote to output RF.
Then set all the other buttons to Standalone output (you can select all the buttons on a page, and set them all to standalone at one time, but it still takes time).

If you have a Processor in the mix, and are going to use RF for ANYTHING, I strongly recommmend setting the remote to RF output, and then switching buttons to Standalone whenver you need to output IR directly OR trigger a system macro.
