I'm not sure I follow you exactly, but here's how it's typically done...

First the devices are programmed. That may include learning additional commands or any command or button label customization. Then macros are created on top of the corresponding buttons, such as "TV" for watching TV, etc. The "activities" are essentially press-and-hold macros placed on a device button.

From what I got out of your post, it sounded like you were going to create activities before programming the components completely, but you shouldn't do that, since you need the commands from the devices in order to create those activities. At the end of your macro, you can have the remote end on a different device. If I misunderstood you, sorry about that. :)
