I'm not entirely sure, someone else can probably answer this more definitively. But I believe it's an FCC thing that the particular bit of spectrum a given RF device uses is reserved for that RF device alone, to prevent interference. Hence, no direct universal remote control of RF.
Luckily, with X10, the solution is simple and fairly cheap.
