I did some more searching on this forum and found the following thread in the Harmony forum which reports the same problem with the arrow buttons on a Harmony 880.

So it seems this problem is not unique to the URC remotes. The arrow buttons on the PS2 remote must be doing something unusual that prevents duplicating them with a universal remote.
