I believe what it is saying is that neither the current Toshiba or Hitachi brand of supposedly HDTV ready sets, are actually capable of handling the 1080i signal to make it a legitamate HDTV set. In 16x9 they are only showing approxiamately 800+ lines of resolution.

Check the web for other news articles about this, as I recall reading a few different ones, including how one dealer in California had to return or exchange over 20 sets in the first couple of days after irate customers had read about the decision in a local paper.
