Exactly - on cable and satellite. Global *must* build an off-air transmitter to maintain their HD channel permit, but they're allowed up to 2 years to do it, and can start broadcasting on cable right away.
Some channels try to stretch this period out as much as possible, and others (like City and CBC) try to get off-air going as soon as possible.
