We have supplied a number of Pronto users with the necessary gear to do what you want.

You would need an IR Transceiver, a lamp module, and an inductive dimmer wall switch or appliance switch (for the ceiling fan). The blinds can also be controlled but it depends on what type of blinds they are. The system would be expandable with up to 16 addressable devices.
