Hey Carter,
What kind of bulbs do you have in these fixtures? Some halogens and compact florecent bulbs will cause these kinds of problems. If the bulb idea does not help and it were me I would install the switch's and give them a try, I have found some fixtures in my house to show the same results, however after filtering all my computers and the such and installing the coupler/repeater (I believe we have the same model) it does not seem to matter, meaning my systems working great even with these noisy fixtures.
