I suspect that the Dreamcast uses RGB output.
On my Sony The AV1 Scart is RGB enabled whereas AV2 is S-Video enabled. Your DVD is probably outputting S-Video which is OK for AV2. Your SKY Digibox & VCR will both be using Composite Video, which is OK for either Scart. Try plugging the Dreamcast into AV1 and set up for RGB input.
