There's a clean version of "System Off" in the file area, under Sony discrete codes, "Whole System".

It's one of the signals sent on Sony's standard "System Off" power buttons you'll find on some OEM remotes and the RM-AV series - basically those are the main "System Off" code followed by a large number of device discrete offs. I suspect that that dirty code you have above has been captured from one of those buttons, and contains the "System Off" command at the front followed by a few discrete offs, such as TV and VCR (EDIT: it does have "System Off").

The code works with many but not all Sony devices. It came in handy on my DVP-S500D, which did NOT respond correctly to discrete off or on (it responded, just didn't work right) but it DID accept System Off without issue.
