I'm not sure why some of your devices are programmed that way (automatically) and some weren't. But, within the software, on the left hand tree structure of the ccf, select a device and find it's "device properties". From within device properties you can program each hard button for that device. Select the hard buttons tab, then the button, then alias, and then select either scroll up or down.

Incidently, if you want to GLOBALLY, program a hard button, this can be done in the same manner as above, but using "system properties" (located under the home device). Global settings can however be overridden by a device setting, but only for for that device.

I would suggest you read the FAQ, located via the link below. It'll answer many questions that may come up. It might also be a good idea to download a couple of ccf's from the files area to get ideas on how others have done things.
