A Pronto TSU1000 or TSU2000 would (should) be able to learn those codes. A JP1-capable remote (such as the models by One For All) might also be able to learn them.

Via the Pronto route it's easy to extract individual ProntoHex strings for all the learned buttons or just save an entire configuration file (CCF) with everything in it.

Via the JP1 route you'd need a special JP1 cable for the remote and likely some help from JP1 experts in this forum or the JP1 forum (different site).

Some JP1 remotes may already have a setup code that supports that TV. You should probably ask this question in the OneForAll forum on this site for the best chance at an answer. If this is the case, the Harmony people can probably just use one of these relatively low-cost remotes to obtain the codes from.

I just checked the built-in database of the TSU2000 and it does not have Nokia TVs. The built-in DB for the European Pronto NG models do have Nokia TV codes - many sets of codes in fact. These codes are only useful however to be learned into something else - unlike learned signals you cannot read the ProntoHex for them.

My suggestion is to seriously investigate the OneForAll remotes and if one does support your TV, then purchase it inexpensively. Then test it. If it works, send your ORIGINAL remote to Harmony and use the new universal until they can add your codes to their database.
