I believe it should be

1) DEVICE
2) P** (hold until 2 blinks)
3) 994 (light blinks twice)
4) 3-digit code
5) Key you are assigning to

Then the light will blink twice again. Remember you cannot do this with certain buttons, like the device buttons, SCAN, SLEEP and a couple others I think.
