The 0x indicates that is a hexadecimal number. You can use the Windows calculator to convert from hex to decimal. Select View, Scientific. Mark the Hex button, enter your hex number (without the 0x prefix) and then select the Dec button. Use the converted number in ProntoEdit and you should be OK.
In ProntoEdit, select a button, push Set IR and select Advanced. Select RC5 and enter your system and command codes for that button.
