I would think as strict as NY is you would absolutely need a special license to pull that commercial Fire. I would be highly surprised if even the electrician would be allowed to do it with just an electrical license.
Most states don't screw around when it comes to fire alarm systems for commercial. You can get into BIG trouble trying.
But then again, I have heard contractors in NY can skate around a lot of the laws if they know the right people and/or what to say.

Are you supplying the network equipment and setting it up? Are they taking payments at this doctor's office?
If so, you better familiarize yourself with PCI DSS compliance. Again, if you don't follow protocols 'someone' can get into big trouble. Not sure if the network guy would be on the hook or the company taking the payments. If it cost them a big enough fine and money to get into compliance, I would think there would be a good chance of them going after the network guy for compensation.
