How are you controlling the TV's?
Is CEC enabled? If you are using individual IR control for each set, is it possible that there is some IR command spill between TV's or TV video output is interfering with IR reception? Are you exclusively using RS-232 for control?
If CEC is enabled, I can imagine that with 16 TV's the CEC is simply overwhelmed.
