You assume that the tuners are all the same in each brand of the TVs. They are NOT! And some absolutely do a better job of tuning in channels than others.
As far as what you can do.... To troubleshoot things like this, you really need a signal meter. Without having any clue about how much signal you are working with, you are simply guessing and trial & error. You have an RF amp in your system, what if you already had enough signal. You know it is possible to clip the input of an RF amp with to much signal, causing harmonic distortions and overload. That can cause a lot of TV tuners to not be able to lock onto a signal.
Have you tried bypassing the amp & splitters and connect the coax directly to the Toshiba? Result?
