I'm trying to set up a Harmony Elite to operate a Cisco DVR. Everything works fine, except it does not turn on and off correctly. The "Power On" and "Power Off" commands don't do anything, only "Power Toggle". How can I fix it? I would prefer to use the on and off commands, but I can't even figure out how to change both to toggle!
