I followed Sebastian's suggestion using my iPhone 12. The IR LED lit up on a working remote, but did not on the remote in question. While not ideal, at least now I know it is very likely a hardware issue.

I've always wanted to take one of these apart using jwatkins80504 'disassembling the TSU9400' instructions. Now I actual have a reason to!
