I downloaded both IrScrutinizer and your Girr file which I was able to read (into IrScrutinizer). I could see the commands I'm interested in but was not able to generate the Pronto file (because I did not yet figure out IrScrutinizer, not because it is not working).
When importing the file you get a tree selector. Select the part you want to import, and click "Import select./param". See this:
If you have suitable connected hardware (for exampe GlobalCache), you can shoot the signals directly, to test them. (Note that most (all?) Sony equipment needs at least three sends; that is pane Sending hw", the count dropbox.)
The go to the "Export" pane, select export format "ProntoClassic", and press "Export parametric remote". This will generate a .ccf file that can be imported in PEP.
Make sure you are sending three copies of the signal.
(Actually, my Sony TV (KD55AF9) accepts two, but definitely not one.)
