It can do that and much more. You can import a bunch of interesting commands, and generate a Pronto file containing those with a few key clicks. That file can then be imported into PEP.

I downloaded both IrScrutinizer and your Girr file which I was able to read (into IrScrutinizer). I could see the commands I'm interested in but was not able to generate the Pronto file (because I did not yet figure out IrScrutinizer, not because it is not working).
As I am struggling with this, I pulled the old Harmony 700 from the basement and added in my Sony TV and was able to select the appropriate HDMI input without problem. :-) The code exists and works.
I used the Pronto learn mode with the Harmony 700 and the Pronto beeped quickly but the command does not work (from the Pronto). :-(
