16x16??? What sports bar only has 16 TVs? And who uses that many inputs? All the ones I work on have well over 20 TVs with a lot having around 80. All only use around 8-10 DirecTV boxes with 1-2 back-up cable boxes.
RF modulating systems from ZeeVee and Thor or IP modular solutions from the likes of JAP and Wyrestorm, among others, are a much better solution the an old fashioned 16x16.
