The "mail box clusters" are behind locked doors in the post office that's a rented space in a mall.
In practically every new development they are located in the open near entrances.
As far as being in a rented space in a mall, I have yet to see a Post Office with a space in a modern mall in a major metropolitan area. Older rural malls, yes, but not in large cities.
